Self control is a fruit of the human spirit which was made in the image of God.
If it were not, then only those who have Holy Spirit could exercise self control. Unfortunately, self control seems to go out of the window with some of us who are Spirit-Filled. The opposite would be true if it was the fruit of The Holy Spirit. The Holy Spirit makes our spiritual fruit holy, but we still have to develop the fruit. Holy Spirit empowers us to use our self control to live a godly life and speak the language of our loving Heavenly Father. The language of our loving Heavenly Father is the loving truth. Holy Spirit makes our human spirit holy and full of love. (Romans 5:5)
Gal. 5:22-25 “But the fruit of the spirit is love, joy, peace, longsuffering, kindness, goodness, faithfulness, gentleness, self-control. Against such there is no law. And those who are Christ’s have crucified the flesh with its passions and desires. If we live in the Spirit, let us also walk in the Spirit.”
A lack of self control in the way we treat others is a characteristic of a person who is rejecting God. Rejecting Holy Spirit is rejecting God. Rejecting Jesus Christ is rejecting God. (2 Tim. 3:1-5) In fact, Timothy is commanded by Apostle Paul to turn away from those who live without self control, among other things.
If you want to be a leader in the church, self control must be higly developed to produce more than just a "form of godliness". Self control must be highly developed for a person who wants to shepherd others.
“For a bishop must be blameless, as a steward of God, not self-willed, not quick-tempered, not given to wine, not violent, not greedy for money, but hospitable, a lover of what is good, sober-minded, just, holy, self-controlled, holding fast the faithful word as he has been taught, that he may be able, by sound doctrine, both to exhort and convict those who contradict.” (Titus 1:7–9, NKJV)
